Gaëlle Béquet will chair the next ISO TC 46 meeting which will take place in Wellington, New Zealand from 9-13th May, 2016. TC46/SC9, the subcommittee on Identification and description, will hold its plenary meeting on Wednesday 11^th May. Several representatives of ISO registration authorities (including the ISSN International Centre) will attend.

 

Regina Reynolds (US ISSN Centre) and Clément Oury (ISSN IC) will hold a conference about RDA, Bibframe and Serials at the National Library of France (Paris, France, 27th April 2016).

This conference is part of the BnF RDA-thon, a series of events dedicated to RDA.

Gaëlle Béquet and Clément Oury will have a meeting with the colleagues of ISSN New Zealand (Wellington) on Monday 9th May, 2016. Further to the presentation of the current situation at ISSN New Zealand, the debate will focus on the future strategy of the ISSN IC and its network. A similar meeting will be organized on Friday 13^th May, 2016 between Clément Oury and ISSN Australia (Canberra).

Pierre Godefroy, IT Coordinator, and Nathalie Cornic, Deputy Head of the Data, Network & Standards Department, will participate in a workshop about a metadata enhancement project shared between ISSN IC and ABES. They will also attend the annual conference organised by ABES (the French Higher Education Bibliographic Agency). This event gathers national and international experts as well as 500 LIS profesionals around topics like serials cataloguing and electronic resources acquisition. 2016 general topic is: From puzzle to mosaic towards scientific and technical information.

The ISSN International Centre and EDINA (University of Edinburgh) will organize their second international workshop in Paris on the 6th and 7th of June 2016. This event forms part of the Keepers Extra project, being carried out at EDINA as a JISC investment. It will again bring together representatives of international archiving agencies, national libraries, research libraries and consortia, and other key stakeholders  who share the common goal of increasing the proportion of e-journal coverage in archiving agencies. This June 2016 workshop will represent the first activities of a shared international action agenda and form the basis of an ongoing international e-journal preservation network.

Nathalie Cornic, Deputy Head of the Data, Network and Standards department, will present a poster at the 20th International Conference on Electronic Publishing (ELPUB). The title of the presentation is: ROAD: the Directory of Open Access Scholarly Resources to Promote Open Access Worldwide. The conference will investigate the position and power of players and agents, and aims to sharpen the view for current challenges and ways forward to reshape the publishing system.

Discover the papers presented at the Fiesole conference organized by Casalini Libri from 6^th to 8^th April 2016. Gaëlle Béquet (ISSN IC), Todd Carpenter (NISO) and Graham Stone (University of Huddersfield) were the speakers invited by Helen Henderson (Information Power Ltd) to give a talk at the special session about identifiers on April 7^th.

El pasado 7 de enero de 2016, en la ciudad de Buenos Aires, tuvo lugar el encuentro entre los Centros Nacionales de ISSN, argentino y colombiano.  El motivo de esta reunión fue establecer lazos de cooperación y compartir experiencias de trabajo, entre otros temas más de colegaje. Como resultado de esta reunión, el Centro Colombiano está implementando una jornada gratuita, sobre Sistemas de creación y gestión de publicaciones seriadas en línea, con énfasis en Open Journal Systems.

A través de una capacitación a los participantes para interactuar con el sistema de publicación en línea (OJS), se mostrará como contribuir a la preservación de publicaciones seriadas en soporte papel, fomentando la migración a formatos electrónicos que facilitan su preservación y consulta a través de la Web, utilizando el código ISSN.

Since 15th April, 2016, voting is open about the systematic review of the ISSN standard.

The public survey about the ISBN standard PR NF ISO 2108 revision, has finished in April 2016. This is the second step of a three year project to publish a revised standard in 2017. The Working Group consists of over 30 international experts as well as key organisations in liaison such as GS1 and its convenor is Stella Griffiths, Executive Director of the International ISBN Agency.

Since Mid-April, Latindex has published a new interface with new search, download and statistics functionalities.

Elsevier’s Pure is one of many current research information systems (CRIS) aiming to consolidate research information in one plateform. The benefits of this kind of systems are highlighted. Vendors and information brokers already have in place the integrations needed to help publishers make full use of identifiers, adopt industry standards, and make their data harvestable. Five best practices are mentioned that publishers can implement to meet the research tracking demands of institutions.

Through an exploration of the concept of research transparency as a third dimension of open science and open data, an important linkage is made to the research lifecycle as a setting for potential transparency interventions by libraries. Four broad areas of opportunity for LIS engagement and action on transparency in open science are highlighted. Questions such as ‘How does this trend impact on library and institutional policy?’, ‘What new library services might be developed?’ and ‘How should iSchools augment their educational offerings to encompass transparency concepts?’ will be explored.

The topic of text and data mining has an importance for researchers, but also for the industry. For the researchers, getting access to the publications of their pairs is a daily necessity, that has its consequences. If we gave access to research data, the gears of data mining certainly would work at full capacity to reveal information that might be surprising. This could go in one direction : more scientific discoveries.  (Article in French)

The problem of low quality open access journals is overemphasized, writes Witold Kieńć, social media specialist at De Gryter, analysing the results of Key Challenges of Research Communication De Gruyter Open Author’s Survey. 67% of the respondents know a high quality open access journal dealing with their research topic.  Authors who published more papers in the last 3 years than their average disciplinary colleagues are more likely to know a top-tier OA venue.

Academic publishing is more ethically complicated than you might think. From plagiarism to fraud and the ‘publish or perish’ culture at universities… Virginia Barbour, Chair of the Committee on Publication Ethics, thinks these are wicked problems with no easy solutions.

The Amsterdam Call for Action on Open Science is the key outcome of the two-day conference ‘Open Science – From Vision to Action’ organised by Dutch State Secretary for Education, Culture and Science Sander Dekker as part of the Netherlands EU Presidency. The aim is to provide access to scientific publications in open access, not only for reseachers and students, but also to anyone who need to access the publications. The EU has adopted two main goals: full open access for all publicly funded scientific publications by 2020, and Open Data as the standard for all publicly funded research. 

This report published on the Open Science Platform ICM, University of Warsaw aims to provide Polish research institutions with a set of most important information and best practices that would help them in the implementation of openness in the polish context. Divided in two parts, the fist one includes four case studies of institutional OA policies. In the second part are formulated practical recommendations for Polish institutions. The full report is available in Polish. 

The aim of this paper is to assess the statistical tools and data that the Finnish libraries currently have for comparing the costs associated with different modes of disseminating scientific publications. The potential costs associated with Open Access publishing models are analysed and compared with the current cost structure of  paywalled access. A description of current Finnish Open Access policies and their funding models are also provided, as well as the alternatives on how best to develop statistical tools to estimate the true costs of scientific publishing. 

EIFL has announced a new 10-month project in Serbia, titled Revisiting open access journal policies and practices in Serbia, with the Serbian Library Consortium for Coordinated Acquisition (KoBSON – EIFL’s partner consortium in Serbia) and the National Library of Serbia. The project will improve visibility of Serbian OA journals, and enhance their attractiveness for researchers – both readers and authors.
